I would think you own all the work- since you've already paid for it. And I would think SI would ban people who commit a fraud like this, but I don't know for sure. Maybe your contractor will still pull the thing off. My husband constantly moans about the lack of dedication to deadlines among engineers- part of his job is applying a boot up the butt to folks who have been less than assiduous. Let me know how it turns out.
