What kind of specific new large scale projects are already on the boards, I suppose that's your answer? China is done structurally with the Three Gorges dam, and the big rail line to Tibet is near completion. When I was there went to several huge, very flashy, but largely empty airports, kind of white elephants. I saw the Shanghai maglev, what a waste, just another vanity project typical of Shanghai. They are quite as eager to pour more people in the cities, already have built scores of large metros in the last five years.

I get the impression they need to pour money into environmental measures and that's not as resource intensive. To start a large scale project in this environment doesn't make much sense. I'll bet they let things cool off first?
