In my younger days I worked with an ambulance service, and in the process worked very closely with the police force. The police allowed a lot of delinquent behavior and I was asking one why they didn't put a stop to it. He said that so long as these guys were doing minor crimes then the police could establish probable cause to stop, search, arrest, or whatever they wanted to do when ever they wanted to do it.

There has been a lot of tit for tat low scale fighting on Lebanon's border. The neocons of Israel have not only put up with it, but engage in their own provocations to ensure it continues. Why? so they could pick the incident of their choice to launch this completely disproportionate attack.
