I think the neocons in Israel (Netanyahu's cabal) and the neocons in America (Cheney's cabal) are in league. They have been ever since the Shah left Iran. The Iraq war was such a disaster that it had become unlikely that the current administration could get backing from congress for the attack on Iran and it was also likely that they would decisively lose the next election. By having Israel launch the attack there was no need for congressional resolutions or debate.

The attacks throughout the Mid-East were planned as much as twenty years ago, but there was much manuvering and last minute adjustments until the exact attack we see was hatched.
