I agree with your basic points, but the atmospherics of these diplomatic Kabuki plays are important in terms of public perception. It's easy to spin Rice's itinerary in ways that look like the opposite of what she is trying to do right now. That doesn't help the long-term goal of marginalizing the radicals and making the US look like the good guys in Muslim eyes.
