Perhaps some refinery guys can add to this - but the primary need for water is in cooling and therefore evaporation from the Cooling Tower. Then it depends on how much the waste water loop is closed. The use of water in desalters comes to mind. The number quoted needs to be clarified - especially in terms of what does use mean? Does use mean used in the process or consumed by the process?
