Thanks for the comments. I actually built -- last year! -- and I know it's horrible -- a website that was a rough mockup of what I was asking for in the first place.

You're right, navigating the site is intended to be at least a two step process.

I asked for a navigation bar on the left. That's never been given to me.

I asked for a mockup of the page that you navigated to, so I'd have a rough idea of the size and shape of the space the content was going to go into. That's never been given to me.

I hit the ceiling this past week when I realized that stuff about maritime contracts (!) was being put into the quick tips section (which I've hated from the beginning and asked to be removed). I think this is wasting time -- going out and searching for content for a feature that I don't even want.

All I want is a navigatable site -- I can put in the content myself. So far, all I've ever been given is the front page.

I could buy a navigatable site from Microsoft for $200. There are companies that sell navigatable websites all over the world, all you do is download the software and add content.

Having a custom designed one seemed like a nice idea.
