It would have been poorly received in syria as well as a sign of weakness. Again, to successfully deter, one must prove oneself willing to use force. So now just may be the best time to engage syria when everyone's manhood has been proved. Hizbolla too for that matter. No one says their fighters arent brave.

The talks could clearly have stated: We talk first, but fight next. Determination can be detected I think, sans bombs.
