I'm going to have to think about your assertion that partisan can be without bias.

That is the foundation of a loyal opposition in its purest form, and how a ruling party should treat that opposition, i.e. our views may differ, our policies may differ, we may compete for the same voter's attention but we won't do it by lies, distortions, insults, subterfuge and the like.

I haven't seen that practiced in American politics in many years, and few voices are calling for it now.
