That's why I included incentive in my list. Maybe if they gave Pulitzers for objectivity...

If you have a job, federal or otherwise, where you may be called in based on your reputation to independently investigate big messes when an objective recommendation is needed, work that takes you all over, where you meet interesting people and delve into interesting problems, you have a strong incentive to be objective. The process is not unlike investigative reporting--there's a story to be uncovered and told. Some of them even have titillating aspects. That's a great gig, one you don't want to compromise by losing objectivity.

but not very many parameters that require judgment

In telling that story, sure, the parameters are somewhat limited. After all, you can't practically recommend outsourcing the jobs to India, dropping the client (taxpayers), or breaking any laws. Or the replacement of the executive who contracted for the study. <g>
