Libby, Rove and Cheney are guilty of outing a CIA agent during war-time, which Bush Sr. calls "insidious treason". We know what their intent was and it was malicious. Fitzgerald however, seems to be focusing on the easier to prove charges like perjury and obstruction of justice. All three are guilty of that as well. We will see who else gets indicted. Last we heard Fitzgerald was focused on Cheney, but Fitzgerald is very tight-lipped and doesn't leak so no one really knows.
