Why is it exactly that neither the US or Israel, or I suppose, any country with a big military, can fight an urban guerilla war successfully?

Prior to the invasion of Iraq, it was widely reported that a prolonged war like this was the worst possible outcome. The worse possible came true.

Why exactly isn't the military equipped to fight what they knew could happen? There's all this complaining about assymetric warfare but, if you have nearly unlimited resources against an opposition that has few, WHY CAN'T THE BIG GUY WIN?
