They where pulling back not pushing forward. They had militarily controlled all of Gaza, and they had settlements in Gaza. The Israeli army forced the settlers to leave, and turned Gaza over to the Palestinians. The fact that there was not totally peace in Gaza, or that the Israelis didn't refrain from dealing with security situations arising in or from Gaza, doesn't mean they where escalating the conflict or committing naked aggression.
