The whole thing was envisioned planned and several years ago! I just don't think that is the case, and even more I don't think that you can now it was the case. I don't doubt there was some form of plan, contingency plans get created all the time. I wouldn't be surprised if there was some level of debate about if and when such a plan would be implemented. But I doubt there was some specific and determined plan for action, which various Israeli governments all wanted to and planned to implement whenever Hezbollah gave them a pretext. But it doesn't really matter much. Even if there was such a committed plan from the Israelis the action would still be a response to Hezbollah's aggression.
