Sure it's a wedge in the right hands (so to speak). First you have to determine why the current healthcare system isn't working, which gives you someone to blame. There is ALWAYS someone to blame with a wedge issue, that's the point.

Then you compare solutions. The wedge will go between public and private solutions, with all the ideological baggage that goes with those notions.

And in the end, instead of a consensus forming around let's get these uncovered people some decent healthcare ASAP, it will disintegrate into blaming and lying about the merits of opposing solutions.

Like immigration, nothing will get done, everyone will feel vindicated with emotional satisfaction and a great deal of sound and fury will spread over the electorate, signifying and achieving nothing.
