I was commenting that tenure and scholarship SHOULD be factors. Do you think they shouldn't? I assume you meant "temperament" rather than "tenure." If so, you might be surprised to learn that "temperament" is an express no no in public discussions about promotions and tenure. Scholarship, teaching and service can all be discussed. Personality attributes are the however many pound gorilla in the room that will not and cannot be discussed. Openly.
