Bushie doublespeak. Clinton fixed welfare already. It's damn hard to get any hand-outs in this country unless you truly deserve it, like a disabled combat vet or something. But Bushies want to cut aid to disabled combat vets. They want to dump them onto the street with the millions of homeless people Reagan created.
