The only effective method I've seen of "breaking the cycle of violence" is breaking heads. When enough are broken, the remaining ones realize they're next and maybe they should stop fighting. THEN you get a peace. It may only be temporary or it may last a long while. The peace we got with Germany and Japan in 1945 has lasted 60 years and looks like it will keep going. But first they had to be convinced they had no real alternatives.
