The only effective method I've seen of "breaking the cycle of violence" is breaking heads.

Sometimes you have to break a lot of heads, other times just a few, other times the threat might be enough, perhaps not even explicitly stated. But if you forswear violence completely (esp. publicly) and you have a violent fanatical enemy your probably in trouble. Yes, your likely to get peace; the peace of the grave.
