Seems to me like this is either an innate talent, or a talent which is taught to young people, or a talent achieved by trial and error by older people, any of the three.

That used to be taught. If not taught, at least held up as a desirable skill. I remember debating in classes when you were assigned a side to argue or had to argue both. I think that nowadays there's more emphasis on personal expression rather than argument.
