FWIW, I'm still not persuaded that HSOA should direct its limited resources into litigation. Litigation is costly and time-consuming, and HSOA has bigger and more important fish to fry, IMHO.

if HSOA could make a compelling case, my preference is that mgmt entreat both the fed (e.g., DOJ) and the state criminal enforcement agencies (e.g., AG of the State of TX) to prosecute.

of course, as additional facts emerge, I might be persuaded to change my opinion, but that's how I see it 4 now...

of course, if HSOA is able 2 engage a stud law firm to handle the case on a contingency fee basis, that would certainly be one of those additional facts that would influence me 2 modify my position
