I don't see that changing the facts is getting you anywhere.
You have lowered the amount of risk in your scenario by adding in condoms, but sex these days implies risk- greater or lesser. Period. For any certainty, you would want tests and you would remain monogamous. But it is still a risk that YOU decide to take.

In everything we do, we attempt to minimize our risks. Still, there are always some. We assume those risks regardless based on our needs or desires-- flying, driving a car, walking by a parachute landing site.

E;s point is that we should not have to have these risks imposed on us. In the smoking in restuarants case, we disagree on the control. But that is a different argument.
In fact, I have completely forgotten why we are having sex with people in bars or elsewhere. What was the point again?
