I don't know if it was ever a UK requirement. Certainly not in Cubs, or Brownies (used to be the junior Guides here); and many of the Eagle Scouts who helped with my troop were too young to have any legal children at school, never mind in scouts.

I think my regular scout leader did, not sure about the Air Scouts. But I figure this was equally because it's mostly ex-scouts who'd be most likely to want to lead, and to push their own children in because they themselves had (presumably) enjoyed it so much...
