My initial reaction to the idea of a lottery to stimulate voting was "no way, that's ridiculous." Of course I am generally philosophically opposed to lotteries- I think the government has no business running a gambling operation. However, in light of horrendously low voter turnout, a lottery might be a good idea.
The idea of winning big bucks because you cast your votes, might actually get some folks to pay attention to who and what they are voting for. It's debatable.
For what it's worth I think a lot of people don't vote because they have absolutely no faith in the government or the candidates and think it won't make any difference. If we eliminated all campaign contributions except from registered voters (with limits) that might help. A lot of elected officials represent their contributors, not the voters. That's obvious.
