The sequence of events was
1) Hizbullah captured 2 Israeli soldiers.
2) Israel attacked Hizbullah positions in Lebanon
3) Hizbullah attacked Israel with rockets
4) Israel invaded Lebanon.

Previously when 1) occurred Israel and Hizbullah negotiated the release of prisoners or bodies. This time Israel chose not to negotiate.

Answer to your question: Cease fire and negotiate a prisoner exchange.
