Wal-Mart should NEVER buy property in the inner-cities unless the city councils sign a legal document they won't pass any such bill like they have in Chicago.

It would be cheaper for Wal-Mart and similar stores to purchase r/t bus tickets for shoppers who want to come to the 'burbs to shop via bus. Ditto for employees.

And MUCH cheaper than dealing with the Unions and their money grubbing demands.
