I'm pretty sure the citizens don't want the terrorists among them in Lebanon, but can't do anything about it. If they muscle up their army to fight the terrorists, which they would have to do, then they would frighten Israel and they'd end up right back where they are now. If they don't muscle up, nobody in Lebanon can say squat against Hezbollah.
