The Interpols and the Mossads of the world get together to seek out the terrorists hiding in the civilian population, identify them and then go and kill them.

So when the organization has thousand of members, automatic rifles, machine guns, mines, RPG's, artillery rockets, anti-tank missiles, armed drones, anti-aircraft missles, possibly low numbers of scud like missiles and anti-ship missiles... you should send in a few cops or perhaps a Mossad hit squad and they'll take care of it?
