Taking out Hezbollah's leader would be positive from the Israeli perspective, but it wouldn't solve the problem. Also its not always easy. Its not like the US didn't want to get bin Laden but he's apparently wandering around somewhere. And it took us awhile to track down Saddam even with between 100 and 160 thousand American military in Iraq.

Also if a couple of cops from Interpol try to arrest the queen bee in an armed camp, they are likely to get shot, which tends to reduce your ability to effect an arrest.

Besides, if they have that many members and ammo, they cannot hide amongst the civilian population.

They can hide to a certain extent among the population. Most of the weapons easily fit in a house. The members can be dispersed if need be. But they don't have to hide if your using law enforcement tactics against them in their home base. They only have to shoot the law enforcers.
