Actually, the war was approved by a bipartisan majority of Congressman and had wide public support.

On the contrary, spending for the war was approved by Congress but Congress never approved a Declaration of War.

Kerry turned critical on the war making the war an issue in the campaign and he lost the election.

How do you know he lost the election?
