For sanctions to be effective, the cause for the sanctions has to be pretty strong. At the end of Desert Storm, the world sentiment against Iraq was very high. But as years passed by, the sentiments abated.

Economic sanctions coupled with CIA activities in Iraq to overthrow Saddam in the arly stages would have been very effective. But the US failed to act then.

We also know that a military solution for Iraq was a disastrous one. THose folks who were starving under the sanctions have lost their lives during the Us invasion and ultimate occupation. Which is better?
