It's a terrible dilemma - do nothing and watch the war escalate at the expense of many civilians; escalate the war ourselves and get sucked into a futile conflict for decades; or look for some framework everyone will sign off on, where everyone has to make some compromises. No perfect answers, no attractive answers, only difficult choices between unpalatable options.
