That article reminds me of a thought I had this morning about Israel's motivation for these two recent massacres of civilians. They made some bold promises to their public at the start of the war (eradicate Hezbollah, etc.) which they now realize they cannot keep. So they need an exit strategy. They are trying to get so gruesome that the international community steps in and "forces" them to leave Lebanon. But the international community's spinelessness appears to be a problem for them. A direct attack on the UN didn't get a reaction, now a direct attack on a refugee shelter gets nothing. What's it gonna take?

When Israel was about to lose in 1973, they threatened to use nukes against Egypt as a ploy to blackmail the U.S. into bailing them out, and it worked. Let's hope this was doesn't get that ugly.
