In my experience Kazakhstan is a good spot for investors. It is to some extent a kleptocracy, and the lowball takeovers of a few companies by Russian concerns have been worrisome, but in general the current tax and governmental regimes are favourable to resource exploitation, with no signs of imminent change.

Kazakhstan is probably the most business-friendly of the former SSRs, including Russia itself.
