The PLO did just that. They were offered a balkanized state. Hamas had a cease fire for over a year which was a a start towards just that. Israel didn't want to deal with Hamas even though they were democratically elected. More important they were trying to do something about the major charge against the PLO, corruption. As I said It's a lot more complicated.
