As for being "skeptical that a top-down intervention will create the robust civil societies necessary for liberalism to thrive", I can agree with that. As a libertarian I can support a defensive war and also a genuine war of liberation. As a rational person, I can't support doing anything half-assed or stupid, in general, and most definitely when it kills people.
