"I'm sure Apple buys batteries built to their spec. Problem is, these batteries don't meet spec."

There's a contradiction in there! If Apple buys from a reliable supplier things built to their specs, today's battery problem shouldn't exist. Batteries are not rocket science. Apple may not have bought these batteries from their trusted supplier but then, Apple should do their own QA to verify the components they buy. Frankly, in a high profile product like the MBP, battery problems should be a thing of the past.
