The English government moved carefully and always responded proportionately. They patiently waited out the problem and eventually, after 20 years, the situation has been calmed down and is moving into the past. This is the only lasting way to solve insurgencies.

It was more than patience. I think the real progress came with a shift of British policy.

1.They shifted more of the enforcement to Northern Ireland and reduced the obvious British presence.

2. They recognized some of the opposition as having a political voice. They were willing to talk to the "bad guys".

3. They didn't let the fanatics derail the process.
