With a standing army you can tell when they have been defeated. A loose network like AQ can exist forever if the ideological underpinnings that draw in new cells and recruits persist. Standing armies are also run by identifiable sovereign regimes that can be attacked and weakened or overcome in their home base. Again, very problematic with AQ since we can't invade the Pakistani tribal homelands.
