Look John, there is no such thing as a buffer zone where you kill every one that enters. That is science fiction. Reality is filled with an irritating thing called civilian population. You can build a wall but you don't shot anyone that enters your buffer/death zone. I patrolled the border with Syria once. The villagers cross into the forbidden zone all the time with their herds. What are we supposed to do? Shot them?
