Gouging is price-fixing, collusion, done in concert with all former competitors creating an illegal monopoly. The Petroleum Institute is now for the first time ever a partisan political machine. It's in with Bush-cheney and all their pals in big energy. They all work together now and don't compete except for certain drilling rights. Also many of the big oil companies have merged creating even less competition.

Another trick they use is to create artificial shortages. This is proven on the Enron trader tapes. They are doing the same thing now they did then. Creating imaginary shortages and imaginary excuses. Anything to jack up the price as high as possible and keep it there.

Also, notice that whenever the oil prices go down, you don't get the savings for a week. And then just a few pennies. But whenever the oil prices go up, the gas prices go up immediately, as much as possible. This is another way they sock it to the consumers. And Bush-Cheney are not just appeasers, but collaborators.
