So why not launch a serious investigation into why energy prices have spiked 95% of the time since Bush-cheney were first nominated?

Because prices increasing 95% in a cyclical industry, with increased demand, constrained supply, and tension and conflict in the area where the biggest producers are located, is not even the type of preliminary evidence that would suggest even serious thought about an investigation. Its very normal, very common, not surprising, and not normally indicative of price-fixing.
