Bush definitely tried to allow arsenic in drinking water. He was stopped when there was an uproar. It happened soon after he arrived at the White House. cbsnews.com

Bush also had a terrible record on the environment in Texas. An entire book about it "The Dirty Truth" is filled with examples of how Bush traded campaign contributions for pollution rights.

As a congressmen, Cheney did not vote for a single pro-environment bill. He got a "0" grade, one of the worst congressmen ever.

Under Bush-Cheney the pollution lobby largely controls environmental policy. It is one of the main evils of this administration, among many.
