Arsenic was allowed in the drinking water, it is allowed in drinking water and for the forseeable future it will continue to be allowed, in measureable quantities in drinking water. So its rather senseless to say "Bush definitely tried to allow arsenic in drinking water."

At the very end of his presidency. After Bill Clinton had found the old standard acceptable for all 8 years of his too terms. Clinton lowered the standard. The Bush administration talked about increasing it to a level that was lower than what Clinton had accepted for 8 years but then eventually rejected the idea and went back to the standard that Clinton had for the last day of his 2nd term.

An entire book about it "

That's not an argument. There are entire books about just about everything. That someone says it in a book doesn't make it true, and its not reasonable to expect debating opponents to go out and buy dozens of books and movies that support your viewpoint. If you can make the argument make it. If you need to check with the book get back to me later.

As a congressmen, Cheney did not vote for a single pro-environment bill.

That's nonsense considering how congress works. All sorts of environmental laws would get folded in to other bills that Cheney would feel he had to vote for. He may indeed have gotten a zero grade from some environmental groups. But its hard to judge what that means without you naming the groups, and linking to their methodology.
