I think high Saudi unemployment rate you quoted is actually in the 20-24 year age group...overall unemployment rate is resonable. Contributing factors are a mini-baby boom that is now entering work force and a long tradition of expatriate employment in Saudi Arabia. I think over 50% of Saudi jobs, mainly in the private sector, are held by expatriates.
