Price-fixing is hard to prove unless the government goes after the CEO's themselves. In this case, Bush-Cheney pander to the Big Oil CEO's, they are their buddies, in their same ole boys club. They will do nothing to go after the CEO class and the CEO's know it so the gouging and price-fixing continued unabated. The only time they lower prices is when the heat might be on, like when Jeffords switched parties and gave Dems subpoena powers to go after Cheney's Energy Task Force papers.

You can bet Cheney's Energy Task Force was all about jacking up prices, deregulation complete and dismantling environmental rules. It may also have included plans to take over Iraq. If you want the heart of darkness in this administration, you can usually find it with Cheney. And it is also no accident that Cheney's own company got over 10 billion in no-bid contracts and was found guilty of massive overcharges and gouging in Iraq. The corruption is just the way they do business. Political power being seen as a license to steal.
