Probably, but the fact that it is difficult to prove isn't evidence that it is happening.

Price-fixing is hard to prove unless the government goes after the CEO's themselves.

You need some evidence before you can take that step. You don't, or at least should not indite people just because you dislike them.

You can bet Cheney's Energy Task Force was all about jacking up prices

"You can bet that X is true" is a lousy argument for X. Really its not even an argument at all.

They may indeed have discussed revoking or changeing specific environmental regulations. Nothing esp. sinister about that.
