The Spanish and the Brits were hit after 9-11, and they were part of the coalition in Iraq. How come they got hit?

If all it takes to get hit is a few guys in a cave or an apartment thinking up plots to hijack and bomb, how does an invasion of Iraq prevent that? It doesn't really as proved by the London and Madrid bombings which both happened after the Iraq invasion.
