It is not only normal, it is almost conventional, and has been for many years, although it is true that when Apple was run by the marketing types, they would usually send stand-ins who could talk the talk. But Job can certainly do that, and then some.
Nonetheless, your point holds--a lot of announcements have been made at Seybold over the years, and looking at the stock prices of MACR, MCRE and ADBE, it wouldn't be surprising if something major will be announced. Conference starts the 29th, I think; major announcements usually (though not always) happen the first day.
