Israeli Arabs don't seem to want to become Palestinian citizens. There was a case of an Arab Israeli town where there was a proposal to redraw the boundary so it could be in the PA. They were outraged at the proposition. Why is that? Because the citizenship rights they have in Israel are more than they would have in any Arab country.

The leap you make between the PA and "any Arab country" is not supported in any way by your example.

Regardless, your example does not tell us anything about the PA, because the ultimate authority in the West Bank and Gaza is Israel's martial law.
